The ICSM [Boehm and Lane 2007; Pew and Mavor 2007] is a new generation process model. It covers the full system development life cycle consisting of the Exploration phase, Valuation phase, Foundations phase, Development phase, and Operation phase. The four principles of ICSM are (1) stakeholder value-based system definition and evolution, (2) incremental commitment and accountability, (3) concurrent system and software definition and development and (4) evidence and risk-based decision making.
